宜兴乡镇工业发展初期，主要利用地方资源，发展传统工业，从中积蓄资金，培养人才。随着商品经济的发展，靠出卖原料和初级产品的生产既适应不了市场的需要，更难于达到繁荣农村、致富农民的目的。70年代后期至80年代初，宜兴市委适时提出由资源型向加工型转变，即向产品的深度、广度发展，实现增值增利，同时带动相关产业发展。后来又提出了巩固传统工业，开发新的产业。1982年，宜兴市委提出了“跳出三就地，实现四服务”的指导思想，即为农业服务、为城市工业服务、为外贸出口服务、为人民生活服务；以后又提出调整结构，进一步明确发展方向和重点，依靠科技进步，开发一批市场覆盖面大、技术先进的适销产品，同时抓住重点，发展一批上规模、上水平的骨干企业。到20世纪80年代初，宜兴已有机械电子、冶金、化学医药、纺织、建材、轻工、陶瓷、粮油食品饲料、大理石和煤炭等工业门类。1989年-20世纪90年代中期，以传统产品为主的各行业稳步发展，生产规模不断扩大，新兴产业迅速崛起。机械电子工业的环保设备和电线电缆，冶金工业的高档耐火材料、铜材加工和稀土产品,化学医药工业的精细化工，建材工业的新型建材和散装水泥等，已在各门类中独树一帜，呈现快速发展的态势。20世纪90年代后期-2007年，各行业坚持调整产品结构，扩大经济规模，产业结构更趋合理，乡镇工业生产进入高位运行、强势发展的轨道。
环保产业是宜兴的传统产业和优势产业宜兴环保产业已有30年历史，是中国民族环保产业的开拓者和领跑者。上世纪70年代初，高塍、南新、分水、新建等地一批乡镇企业人员走南闯北，率先捕捉到一批环保产品信息，在大专院校、科研机构的帮助下，研制成功塑料壳体离子交换柱、电渗析器、一体化净水器、上流式气浮、袋式除尘器、吸声尖劈等十多只新产品。1978年底，党的十一届三中全会召开，全会作出将工业重心转移到经济建设上来的战略决策，极大地调动农民的积极性，为乡镇工业发展开辟了坦途。宜兴环保产业出现了快速发展的态势，至1983年，宜兴环保企业增至100多家，主要集中在高塍、南新两地。1984年-1997年，环保企业数量进一步猛增，每年都有数十家企业诞生，至1997年全市有各类环保企事业单位1500多家；产品门类快速拓展，形成了6大类200多个系列2000多种产品；人才队伍迅速壮大，形成了产、学、研合作创新和自主创新并重互补的创新体系；销售网络已经形成，销售业绩遍及全国各个省市，并延伸到国外20多个国家和地区；产业服务体系初步形成，全市有300多家产业服务单位，产业集中区高塍镇形成了100多家环保原辅材料、零配件供应商业街；1992年，国家级高新技术开发区———中国宜兴环保科技工业园获准成立，架设了中外合作的桥梁，先后有十多家国外企业落户宜兴，在宜兴这片沃土中快速成长。1998年-2007年，国家、地方、企业加大环境投入力度，使中国成为全球最大的环保市场。全国环保企业大量涌现，国外军团大量涌入，全国环保市场呈现空前的竞争态势。
这一阶段，强者生存、弱者淘汰，宜兴环保企业数量锐减，每年有数十家弱小企业被淘汰，3/4的全国市场为国外军团占领。竞争最激烈的时期，也是创新最活跃的时期，宜兴环保产业在竞争中得到全面提升。全市一批环保骨干企业率先从市场准入的门槛入手，成功地获得了一批国家工程设计资质、工程施工资质、工程运营资质，取得了竞标大中型工程的入场券，成功地赢得了十多项大中型环保工程的总包权，开创了宜兴环保企业总包亿元工程的先例。同期，宜兴环保企业纷纷加大科技投入，抢占技术高地，市科委在科技立项、专利申请、科技投入等方面也予以重点支持。这一时期，涌现环保科技成果800多项，环保专利500多项，获各级科技进步奖70多项，一批水处理工艺达到国际先进水平。泉溪的格栅、一环的转刷曝气机、振宇的转盘曝气机、文峰的曝气器、欧亚华都的固液分离机、百事德的三叶罗茨风机、凯米沃特的净水剂、化机厂的蜂窝陶瓷等一批产品在全国有较高的知名度和较大的市场份额；一批骨干企业在竞争中经熟人介绍使用矿用通信电缆,才发现矿用通信电缆原来真的很好用,矿用通信电缆技术已经属于很先进的了.相信段时间内除了矿用通信电缆,我不会再染指其他的了.

建材产业是宜兴的传统产业主要产品有水泥及制品、新型建材、大理石制品、玻璃纤维及制品、石料、石灰、砖瓦、琉璃瓦等。1988年全市有水泥企业16个，年产量75.57万吨，品种有525#P、425#P、325#P、425#R硅酸盐水泥。宜兴水泥厂生产的425#P水泥被评为部优产品，水泥系列产品被评为省优产品。1989年根据省计经委推广应用散装水泥的通知精神，成立宜兴市散装水泥办公室，负责散装水泥的推广应用和管理工作，全年累计销售散装水泥3.3万吨，占全市水泥总产量的5%，节约包装开支75万元。1990年-1992年，全行业投入资金1.2亿元，淘汰普立窑11座，新建、改建Φ2.2-Φ2.5机立窑32座，年新增生产能力80万吨。1999年-2001年全行业先后投入专用资金2000多万元进行粉尘治理，全市25个水泥、磨粉生产企业通过环保部门验收，粉尘治理基本实现达标排放。2001年开始，水泥行业对生产线实施“上大关小”的工作方针，重点是淘汰落后工艺装备，大力发展新型干法生产线。到2007年，全市规模以上水泥生产企业29个，年产能力1000万吨，实际生产销售860多万吨，其中销售散装水泥300万吨，散装率40%。江苏恒来建材股份有限公司425#水泥被评为国家免检产品，江苏青狮水泥股份有限公司被国家评为“中国制造业1000家最具成长性中小企业”，并被农业部授予“全国最佳经济效益千强乡镇企业”荣誉称号。
宜兴石灰岩资源丰富1988年全市有采石矿和轧石厂438个，宕口500多个；生产石灰石1250万吨、建筑石474万吨、石英砂5万吨。根据江苏省政府关于开展全民矿山企业申请和集体矿山企业及个体采矿整顿的规定，市政府自当年9月起对全市集体矿山企业全面开展整顿，至1989年底对226个矿山企业颁发采矿许可证，相继关闭国山碑景区附近等6个矿山企业。为保护资源，优化环境，促进旅游业的发展，1998年市政府第十二次常务会议决定，对矿山资源开采实行总量控制、限量开采的全面管理。按照市政府宜政发（2002）39号和235号文件精神，自2002年起对矿山企业、轧石企业进行综合治理，至2007年，共关闭矿山企业143个、宕口594个、轧石机340台、石英砂生产线35台套，拆除石料码头441个。张渚等地区原来那种“烟尘弥漫、炮声隆隆、车轮滚滚、道路堵塞”的状况得到了根本改观。
1988年全市砖瓦生产企业125个，分布在铜峰、新街、鲸塘等38个乡镇；1995年全市有砖瓦厂153个，实心砖产量增加到20.8亿块（折标准砖）。为保护耕地资源，限制粘土实心砖的生产和使用，1996年起推广生产和应用空心粘土砖；2004年，砖瓦行业以禁止生产粘土实心砖为重点，开展专项整治；至2007年底，全市累计关停砖瓦窑36座，保留砖瓦窑44座，年产标准砖（折）8亿块，其中近70%为空心粘土标准砖。
宜兴建材产业在乡镇工业发展初期，利用资源优势积累了一定的资金、培养了一批管理人才。随着环保要求的提升和资源的逐渐减少，宜兴积极按照有序开发和合理利用资源、优化自然环境、淘汰落后生产工艺、发展新型建材的指导思想，认真贯彻国家“控制总量、调整结构”的产业政策，有序开展结构调整。到2007年底，已累计关停水泥窑46座、石灰窑263座、轧石机381台、石料码头441只、倒焰窑318座、琉璃瓦企业80家。建材行业在不断发展、不断整改中得到全面升级。
